I think the honest answer is ‘it depends on implementation’ rather than a simple yes or no. The research I’ve read suggests that technology tends to support learning most reliably when it is used for a specific, well-defined purpose — for example, adaptive maths software that adjusts question difficulty to a child’s current level — rather than as a general replacement for books, whiteboards, or teacher-led instruction (Hargreaves and Vance, 2020).

Where I’m more sceptical is in classrooms where devices are introduced primarily because a school has invested in the hardware and now needs to justify the spend, rather than because a clear pedagogical gap has been identified. In that situation, tablets can easily become a distraction: children switch between the learning app and other functions, and teachers spend a disproportionate amount of lesson time on technical troubleshooting rather than teaching.
